Was there any particular reason for that? Did they explain why?

My appearance, for the most part. I did look bloody awful. But that doesn't mean I need medical intervention. I needed my wand and some food and for them to bugger off.

If we're on our own (and you may very well be right, I'm not going to pretend I have the slightest notion what any of this means), why does this Admiral fellow decide our future fates? Why don't we decide our own fates?

He doesn't. The wardens do, because they have power over physical laws here and someone once told them they were doing the right thing.
